Dear Dector Lambert:

As requested, I am sending you copies of several
documents Mr.Hobson has gotten out. They are marked
"Exhibit A" and "Exhibit B". At the end of "Exhibit A"
under opoosition he is referring to ooposition voiced
by the Federal Narcotic Control Board, by Mr.Neville
of the State Department who is representing the |
Government in the opium conference abroad, anc to mysel?.

The above docement, “Exhibit A", was sent to various
executives with letters especially denouncing me. He
charged me with heading up the opposition ani for sinister
purposes Opposing his program. I sam mt at liberty to —
disclose the contents of the various letters or to sar.
to whom they have been written but I will in confidence
give you an extreet from letters sent to the Surgeon General:

“"Deetor Kolb has been using his time and
the prestige of your Bureau to orgmize onpos ition
to the Congressional program, contrary to legitimte
traditions and practices of the executive devartman ts,”

And, again,"you will find that in sr absencé, ?
Doctor Kolb has discredited the Public Health Service mid
has dome violence to the volicy of the Government ami to
public policy." LS

In reference to the above and to other letters of
Similar nature, I will ssy that they have mot in any way

harmed me and have served to discredit Mr.Hobson. In
confidence again you are advised thet he has been
repudiated in high circles since these things happened. the
Bepudiation partly brought about by his unfair snd
unscrupulous attack on me for opposing a document which
he has since admitted was erronecas and partly by the
fact that his persistenmbeagctivity and claims that people
were backing him after they hai definitely tured him
down has excited the disgust of abot everyone whom he
has attempted to influence. It is now pretty generally
appreciated that he is not sincere.

"Exhibit B"- a document which he sent to executives
of the American Medical Agsociation 4md to others as well
as to government officials along with letters abusing me-~
has been marked in the margins by mew It is full of errors.

Before the Gounittes of Congress Hobson clseimed that the
Treasury Department Narcotic Committee had reported 420,000
additional addicts in institmtions. The facts are that "th ey
reported less than 4500, I have indi mted in the margin why
we did not pay any attention to the estimate of 420,000
Which they made on health officers'revorts. The es timate
was based almost exclusively on an erroneous re port of -

10% ,000 addicts from New York.

As to the Massachusetts survey to which he sefers, this
was no survey at all but a report to the Legislature and all
they say «bot the Ereve lanes of drug addict ion is a8
follows: 7

"Statements and estimates now made by experts —
as to the number of drug addicts in this country vary —
. from one to two million. On this basis it may be
reasonably assumed that there are 60, aS drug addicts
in this state."

You will see that no  weteutitic survey of the narcotic

its relation to the effect on narcotic propaganda in general.
