ANNUAL REPORT OF THE SECRETARY OF STATE IN RELATION TO THE STATISTICS OF THE POOR OF THE STATE OF NEW YORK. Transmitted to the Legislature February 7, 1861. ALBANY: CHARLES VAN BENTHUYSEN. PRINTER. 1861. STATE OF NEW YORK. No. 60. IN ASSEMBLY, February 7, 1861. ANNUAL REPORT Of the Secretary of State in relation to the Statistics of the Poor. STATE OF NEW YORK: Office of the Secretary of State, ? Albany, February 6, 1861. ) Hon. De Witt C. Littlejohn, Speaker of the House of Assembly: I herewith transmit a report of the statistics of pauperism, as shown by the returns of the superintendents of the poor of the several counties of this State, (except the county of Albany) for the year ending December 1st, 1860. Respectfully yours, D. R. FLOYD JONES, Secretary of State. [Assembly, No. 60.] 1 REPORT. STATE OF NEW YORK: Office of the Secretary of State, / Albany, February Qth, 1861. ) To the Legislature of the State of New York: I herewith present a report and abstract of the returns made by the county superintendents of the poor in the several counties of this State, (except the county of Albany) as required by law for the year ending December 1st, 1860. The office of superintendent of the poor was abolished in the county of Albany, by chapter 207 of the Laws of 1849 conse- quently the duty of making the returns required by law of other counties, devolves on no one in that county, and none is made. Without question the object that the Legislature had in view when passing the act obliging the superintendents of the poor of every county in the State, and the Governors of the Alms House of the City of New York, to send in returns to the Secretary of State in accordance with the blanks furnished by his department to them, was, that a correct statistical account, that might be relied upon, should be furnished by him yearly to the Legislature. This, of course, cannot be done while a portion of the State is excused from the duty of furnishing the statistical information upon which his report is based. The city of New York has no superintendents of the poor, but this duty was performed by the Governors of the Alms House, and by the act of the Legislature, passed April 17th, 1860, abol- ishing that board, the same duties were imposed upon the com- mission created by that act. I would therefore again recommend the passage of an act making it the duty of the superintendent of the alms house to collect and prepare these returns for the county of Albany, and send in an annual report thereof to this office. 4 [Assembly It is very much to be regretted that so little interest is taken, by many of the overseers of the poor, and other town officers, in furnishing full statistical information of pauperism within their province and line of duty. An institution for the maintenance of which the people of the State are annually paying nearly one and a half millions of dollars, should be a matter of interest to every citizen and tax-payer of the State, and I trust that hereafter the superintendents of the poor will not have to complain, as they do at present, of the neglect of those persons, but that all officers connected therewith will feel interested in aiding to make the statistical report of pauperism of the State full and reliable. The returns show that out of two hundred and twenty-three thousand four hundred and eighty-five (223,485) paupers in the State, the whole value of pauper labor in the State only amounts to the sum of $35,182. It would seem that this might be greatly increased, and the amount of taxation for support of paupers thereby reduced, by the introduction into all of our poor-house establishments of various kinds of labor suited to the different age, sex and condition in life of the inmates, which would be beneficial to them in producing industrious habits; and to the State in the saving of a large amount of money yearly. I point with pleasure to that portion of the returns which shows what has been done in the past year for the education of the children and youth in our poor-houses, all of whom, in the forty-seven counties that have reported under this head, have been instructed at an average time of eight months and twelve days to each child. A fair amount of education given to our pauper children, accompanied with habits of industry, cannot fail in ele- vating them into good and useful citizens of the State.
