A BILL For an Act to amend sections 24 and 25 of an Act entitled “An Act to revise the law in relation to counties,” approved and in force March 31, 1874, so as to c * • allow counties to purchase and hold real estate upon which to erect and main- tain, at the expense of the county, a sanitarium for the care and cure of persons afflicted with tuberculosis. Section 1. Be it enacted by the People of the State of Illinois represented 2 in the General Assembly: That sections 24 and 25 of an Act entitled “An 3 Act to revise the law in relation to counties,” approved and in force March 4 31, 1874, shall be amended so as to read as follows: 5 - Sec. 24. Each county shall have power— G First—To purchase and hold the real and personal estate necessary for 7 the uses of the county, and to purchase and hold, for the benefit of the county, 8 real estate sold by virtue of judicial proceedings in which the county is 9 plaintiff. 2 10 Second—To sell and convey or lease any real or personal estate owned 11 by the county. 12 Third—To make all contracts and do all other acts in relation to the prop- 13 erty and concerns of the county necessary to the exercise of its corporate 14 powers. 15 Fourth—To take all necessary measures and institute proceedings to en- 16 force all laws for the prevention of cruelty to animals. 17 Fifth—To purchase and hold reed estate upon which may be erected and 18 maintained by the county a sanitarium for the care and cure of the residents 19 of the county who may be afflicted ivith tuberculosis; and to purchase, hold and 20 use all necessary personal property for the proper care and maintenance of 21 such real estate and sanitarium. 22 Sec. 25. The county hoards of the several counties shall have power- 23 First—To take and have the care and custody of all the real and personal 24 estate owned by the county. 25 Second—To manage the county funds and county business, except as otlier- 26 wise specifically provided. 27 Third—To examine and settle all accounts against the county, and all ac- 28 counts concerning the receipts and expenditures of the county. 29 Fourth—To cause to be erected, or otherwise provided, a suitable work- 30 house, in which persons convicted of offenses punishable by imprisonment in 31 the county jail may be confined and employed, and to make rules and regu- 32 lations for the management thereof. They may contract for the use of the city 33 workhouse when the same can satisfactorily be done. 34 Fifth—To cause to be erected, or otherwise provided, suitable buildings 35 for, and maintain, a county insane asylum, and provide for the management 36 of the same, 37 Sixth—To cause to be annually levied and collected taxes for county pur- 38 poses, including all purposes for which money may be raised by the county by 3 39 taxation, not exceeding 75 cents on the one hundred dollars’ valuation, and in 40 addition thereto an annual tax not exceeding one hundred cents on the one 41 hundred dollars for the purpose of paying the interest and principal of indebt- 42 edness which existed at the time of the adoption of the constitution. 43 Seventh—To authorize the vacation of any town plat when the same is not 44 within any incorporated town, village or city, on the petition of two-thirds of 45 the owners thereof. 46 Eighth—To change the name of any town plat on the petition of a ma- 47 jority of the legal voters residing therein when the inhabitants thereof have 48 not become a body corporate. 49 Ninth—To cause to be erected, or otherwise provided, and maintained, all 50 suitable buildings for a sanitarium for the care and cure of all persons suffer- 51 ing from tuberculosis who may be admitted to said sanitarium by, or under the 52 direction of, said board, and to provide for the maintenance and management 53 of the same.
