King, Speaker of the House of Representatives : Sir,-In .compliance with the orders of the honorable House of Rep- resentatives, I have prepared and caused to be printed, and now have the honor of communicating to the House, a Tabular View of the Idiots and Lunatics confined in Jails, Houses of Correction, and Alms Houses, (or private families,) so far as returns have been received from those Institutions, and the various towns in this Commonwealth. The docu- ment is of great bulk, in consequence of my having, in accordance with suggestions received from the committee on public charities, con- cluded to present the name of every one of those unfortunate classes, contained in the returns. I have, however, limited the edition to 500 copies. The Houses of Correction are these :-Cambridge, Dedham, New Bedford, Ips- wich, Greenfield, Edgartown, Nantucket, Barnstable, Plymouth and Springfield, 10. IV PAUPER IDIOTS AND LUNATICS. These inmates have been distributed among the several Institutions, as follows : 1. Jails.-Concord, 3 ; Newburyport, 1; Lenox, 2 ; Plymouth, I ; Salem, 3; Springfield, 1 ; Worcester, 6. Total, . . 17 2. Houses of Correction.-Dedham, 3 ; New Bedford, 1; Cam- bridge, 27; Ipswich, 28. Total, . . . . .59 76 In all but 20 of these cases, the length of the disease is said to be " unknown." Five of these 20 are lunatics, whose disease has lasted 3 years or less, viz : 1 of 1 month ; 1 of 2 months ; 1 of 12 months ; 1 of 36 months. In no case is a physician said to be employed for the mental malady. The number described as " furiously mad " is . . .9 Of those who are said to be " occasionally " furious, . . 19 " " " never to be furious, . . . .44 Total, . 72 As there are but 66 lunatics at most, even if we reckon as such all the undescribed, some of the above 72 must be idiots. There are four cases in which some kind of bodily restraint, (viz., straps,) is said to be occasionally resorted to. In 69 cases, it is as- serted that nothing of the kind is used. In three cases, nothing is said. In the Lenox Jail, the two unfortunate inmates, of whom one is idiot and the other lunatic, are placed in the same apartments with criminals. They are " with a criminal confined for assault, who is in the same room, to take care of them ! " In the Cambridge House of Correction, 23 of the idiots and lunatics are placed 3 in a room. In the Dedham House of Correction, one lunatic, and she a woman of 65, is " occasionally " shut up with criminals, but only with female convicts. In the Ipswich House of Correction, it is said, generally, that " crim- inals are in the same hall and occupy rooms in the same building" with the innocent prisoners. It is also stated, that in this same institution, four females, all lunatics, and all of whom are furious occasionally, are confined with at least two others, in each case, and those others des- cribed as " criminals and insane." The names of the poor creatures thus confined with convicts, are PAUPER IDIOTS AND LUNATICS. V Rachel Adams, a white female, aged 65 years, who is supported by her husband, (why she is called a pauper is not stated.) " Betsey, a stranger," a white female, aged 45 years. Sukey Hornsbey, " " " " 60 " And Margaret Lee, " " " " 40 " Elijah Heath, a white male of 29 years old, is, in like manner, asso- ciated with criminals. In reply to the inquiry concerning the cleanliness of the rooms in which the insane are confined; they are said at Concord to be swept daily, and whitewashed monthly. At Lenox, to be cleaned " once a month." At Newburyport " generally kept clean : whitewashed twice a year." At Plymouth, " as often as required." At Salem, " every month." At Springfield, the reply is in these extraordinary terms, " that de- pends on the conduct of the inmates." Dedham, monthly. Worcester and Cambridge daily. At Ipswich, washed twice, and whitewashed once a week. The replies touching other matters inquired of, will appear as dis- tinctly in the Abstract, as I could here state them. The Jails and Houses of Correction, which made returns, that they had no such inmates, are these : Jails. Houses of Correction. Greenfield, Greenfield, Edgartown, Edgartown, Taunton, Nantucket, Barnstable, Barnstable, Boston, Plymouth, Springfield. Those from which no return has been received, are the following:- Jails. Boston, Cambridge, Worcester, North- ampton and Lenox, . . . . . . .5 It will be remembered, that the returns include all who have been at these institutions during the course of the year, whether for one week, or for the whole period: and the number will, therefore, seem to be larger than it probably, in fact, was at any given period, or for any con- siderable portion of the year. VI PAUPER IDIOTS AND LUNATICS. Returns have been seasonably made by 235 of the 307 towns and cities in the Commonwealth, leaving 72 from which nothing was heard when the tables were prepared. Two or three of these, however, have subsequently made returns. The remainder un- described, as to residence. Thirty-three of the cases are those of persons whose disease is said to be of not more than three years' continuance. The average length, however, of the disease, is given at 21 7-12 years. Of the furiously mad, the number is . . 32 " " occasionally furious, the number is . . 224 Sixty are confined wholly, or partially, in strong rooms or cages, which are very meagrely described. The number of fe- male lunatics, and especially of the " furiously mad," greatly exceeds the males ; and this proportion is found to exist in each and all of the counties. f The remark made in regard to the number of cases in the jails, &c., will ap • ply to the towns,-inasmuch as some of the individuals have been removed to hospitals, or elsewhere. PAUPER IDIOTS AND LUNATICS. VII Of these 367 lunatics, only 134 are said to have been at any time in any hospital; and in but 23, out of 635 cases, are medical attendants ever employed for the intellectual disease. Sixty-three of these poor wretches are State paupers ; and 511 are described as town paupers. The average cost of their support, per week, is $1 21. As to exercise, ventilation, warmth, cleanliness, &c., the tables contain such information as the returns set forth. But there are so many cases left blank, and so many others in which the state- ment is vague, that a thousand horrors may exist undetected by the law. The memorial of Miss Dix, with its thrilling and horrible details in regard to many of the places which she visited and examined, induced me to pay particular attention to the returns of some of those towns; but this inspection only served to show how slight a picture of living truth may be made to constitute, in the judgment of the overseers, a sufficient return. In the return from Danvers, one of the towns visited by that lady, four cases of lunacy are mentioned,-of which one is a male of 30, and three are females, of the respective ages of 29, 50 and 67. Of these, only three are in the alms-house. Two are said to be confined in rooms of ten feet by six at night, warmed by fire-places and stoves, cleansed daily, allowed daily exercise, furious occasionally ; no mode of coercion, such as chains, &c., are mentioned ; they are declared not to be confined in any strong room or cage; and nothing is stated that seems singular or suspicious. The return from Newburyport gives the names of Chas. Appleton, as confined in a strong room, seven feet by ten in size, occasionally mad, but " subjected to no bodily restraint latterly and Elizabeth Betton, aged 51, furiously mad, confined alone in a strong room of same size, in straight jacket. None of the others are said to be confined, and it is asserted that the rooms are all opened, cleansed and ventilated every day ; that they are warmed by stoves, and that all the inmates " go into the open air when convenient, weather suitable, 4*c." The return from Saugus is as brief and unsatisfactory as though hu- manity had no concern with such matters. Thus, in reply to the inqui- ry, how much exercise is allowed the three lunatic paupers, the single word " cripple"" appears in the return ; but no means are given to de- termine which of the three is thus deprived of exercise, nor to learn bow much of exercise is allowed to the two who are not crippled. There is no need, however, for me, in this manner, to pursue a com- parison which may be made by any person who has the abstract, and VIII PAUPER IDIOTS AND LUNATICS. from which so little can be learned that is calculated to gratify intelli- gent curiosity. The aggregate sheet of counties presents a summary of all the town abstracts, and may be found at the close of this document. Some " general observations" from the returns are hereto appended, as wor- thy of particular notice, and I cannot but wish that they were more full and voluminous. The dimensions, 26 feet in length by 22 feet in breadth, with an aisle on the south side and a stove within the aisle for warming the apartment, with a stove pipe extending the whole length of the aisle. The building is divided into three apartments. Each room is 17 by 8J feet. Rooms ventilated by windows from the aisle and from the roof, and the lunatic in summer has an opportunity to go into the yard and enjoy the open air. The yard is in the rear of the building, with a high and suitable fence for the safe keep- ing of the inmates. ESSEX. Andover.-We have returned the average expense of the whole number of in- mates in our almshouse ; as these individuals do not labor, and are all adults, probably the actual expense is double the amount here returned. The town are now paying about double this sum per week, for two pau- pers out of the house, that do not require more attention than some of these lunatics. Many of our answers are not strictly correct, and it is not in our power to make them accurate, particularly the exact ages. John Long, Miss Poor, H. M. Hovey, and Franklin Kimball Child, were idiotic from birth, Congenital.-The others are lunatic. MIDDLESEX. Billerica.-P. S. As the objects to be attained in the answers to the foregoing queries are deeply interesting to the benevolent portion of our commu- nity, we have taken the liberty to be more particular relating to the cir- cumstances of the above-named persons than could be embraced in the space allowed in the above columns for that purpose. The said Rebecca Batcheller is a widow-woman, having been twice married. We learn that in her youth, she was always violent in her passions, and as she ad- vanced in life, the malady increased upon her, and she became more and more uncontrollable in her conduct; it is thought her conduct hastened the death of her last husband ; after his death, having some property, she was taken care of by her friends.-She was kept sometimes locked up in her room, at other times she was permitted to roam at large ; at times she would become so delirious and unmanageable, that they would be obliged to lock her up again, at last became so troublesome that the town authorities were obliged to take her into their care. At that time the town had a small almshouse establishment which they let out to the lowest bidder by the year to support the paupers upon the same, but as the contractor did not live at the almshouse, it was found to be a bad way, as the crazy inmates were not properly taken care of. This woman during her violent paroxysms caused immense trouble : her friends then took her again, and tried to take care of her, but found it totally imprac- ticable.-At this time the town purchased a farm on which to support their paupers. On this, order and regularity were maintained, and ex- perience has taught us that the insane in this way being accustomed to a regular routine of duties, are much less troublesome and more happy 76 IDIOTS AND LUNATICS. For two or three years past, no restraint has been necessary.-She can now afford some considerable assistance in the domestic employments. Abigail Tarbell is also a widow and the mother of a number of chil- dren ; her malady is more idiocy than lunacy, she sings the most of her time, she performs no labor. In the warm season she is about in the door yard, and they watch to prevent her wandering off. She rooms with the inmates. James Brown has always been what he is now, partially idiotic, or rather non compos mentis, he has wit about some things, he knows when he does wrong, is sometimes ugly, performs some labor, such as cutting wood at the door, fetching in wood and wa- ter, he is sometimes angry, and is then quite ugly,-sometimes correct him by shutting him up a few hours in the lobby, sometimes, some tri- fling corporeal punishment; he is able-bodied and possesses a hardy con- stitution. Miss Rachel Shed is a single woman, and has always been a very cleanly woman, but as old age creeps upon her, she' seems inclined to be very loquacious, and rather disposed to be too busy about the house, gives the superintendent some trouble in that way; not neces- sary to use much restraint with her, perhaps to lock her in her bedroom at night.- We believe we have thus given you a correct statement regarding the insane and idiotic in our establishment. They all live in the family and are apparently the most happy among them. There are one or two others who may be considered rather deficient in intellect, below mediocrity, but cannot be classed among the insane or idiotic. HAMPSHIRE. Amherst.-Nancy, Eliza and George Goodale, supported in the family of their parents. The case of Mrs. Bassett at the hospital, a very bad one, necessary to> be confined often, and considered by Dr. Woodward a hopeless case,, and that she would never be any better, but after a few months' resi- dence at the almshouse, she improved very much, is now perfectly harmless, contented and happy, and able to perform light work. Belchertown.-Hannah Levens, disease caused by fits from infancy. Electa Winter, was in infancy bright and promising, disease occa- sioned by fits. Hatfield.-Oliver Bardwell. In his younger days bright and active, na cause known for disease. Southampton.-Lucretia Harmum, for the most part inoffensive, but occasion- IDIOTS AND LUNATICS. 77 'ally very troublesome and difficult to manage, and little hope is enter- tained that she will ever be in a better condition. Williamsburg.-Isaac Little has two rooms 8 by 10 feet separated by a strong partition of hard wood scantling set at a little distance from each other to admit heat and air from the room opposite to the one in which he is confined, and which is warmed by a stove, and lighted by common windows ; no windows in his room. The above-named was placed here by his father, who supported him solely the twelve first years. Since that time brother has taken care of him at the expense of the town ; he is removed from one room to the other twice a week, and never leaves them to exercise in the open air. Ware.-Lucy Davis. This person about five years since became insane, and the last four years, idiotic. Westhampton.-Ebenezer Nile, since his return from Worcester early in 1839, has lived with his family, been sober and industrious, until about 1st of August last, when symptoms of insanity again appeared, and he was taken from his own family, and placed in a private one in our own town, where, under kind treatment and medical aid, he soon began to amend, and may now perhaps be called well again. The last attack far less severe than the former, and we have entertained doubts whether on the whole the case is one that comes under the meaning of the legis- lative requisition. FRANKLIN. Ashfield.-Keziah Gray. Supported by the town of Ashfield, in the state of New York, in the family of her mother. Buckland.-Josiah Spaulding, has not been allowed any exercise for a number of years ; never has been taken out of his cage, but a few times, since first confined. Mrs. Trowbridgeis allowed to walk daily with a keeper. Conway.-Miss Lee is occasionally mad, she is in the family with her married sister, and well taken care of. Miss Dinsmoor has for many years been subject to fits of epilepsy;- has a season of derangement, and is sometimes very violent: about once in every month.-She is very weak, and hardly moves about; the last few years of her life was taken care of by sister, always in a private family,-died July, 1842. Heath.-J^ydia Williams, thinks she shall be killed, and frequently asks others to kill her, often secretes herself in the woods. 78 IDIOTS AND LUNATICS. Oliver Harris, has been taught to perform some kinds of work, such as piling wood, &c. Leverett.-There is one other person furiously mad, and it is considered dan- gerous for him to run at large ; - he is confined by a chain in his fa- ther's house by order of the selectmen, and at present supported by his father ; his name is Luther Field, aged 30 years. BERKSHIRE. Adams.-Daniel Alger, Is more uneasy nights and cloudy weather, they think the full and change of the moon has considerable influence on him. Huldah Robinson has been for some time back losing her reason, her ideas are rather confused and scattering, and she is irritable and childish, requiring considerable care. Elias Williams. The person that takes care of the poor has a strong man with him that he stands in fear of, and they have not had much trouble with him for a year back ; he has a wife about seven miles from where he is taken care of; he will occasionally talk about her, but has not attempted to go to see her for almost a year; if any one attempts to talk to him on religion, it makes him raving in a short time. Lydia Ann Pittis. The most we can say about her is, that there is a general lack in her mental faculties, there is nothing malicious in her disposition, she is not capable of being taught to count or read. Alford.-No lunatics or idiotic paupers in this town. Becket.-Lucretia Lester. This person, set down as lunatic, is now rational. Cheshire.-Polly Cooper is blind entirely and has been for 20 or 25 years. Eliza Raymond. This person cannot walk nor even sit up ; we think she is lawfully a state pauper, although the town has supported her heretofore. Clarksburgh.-No idiot or lunatic paupers. Eg remont.-As it respects expenses in the case of Reuben Van Pinlder and Nancy Bundy, there is much uncertainty. For Nancy in particular there has been different prices paid, and in addition to the sums paid for board, the town is liable for all medical aid which may be required in all cases. This bill some years is as high as from 20 to 25 dollars ; for the last year we are unable to state the amount, though it will probably be less than either of these sums. Another case of insanity may be men- tioned, Milo Fields, a white male, about 26 years of age, he is not con- tinually mad, only occasionally so : six years since, he was in the lunatic asylum in Worcester, at the expense of the state, he has been there IDIOTS AND LUNATICS. 79 again the past summer, but has returned and is still far from sane ; his in- sanity is supposed to be caused by inflammatory rheumatism, he was born in Hillsdale, N. Y., has no legal residence in this state. Florida.-None. Great Barrington.-Dimerus Comstock, stern but not severe treatment is all that is required. Hinsdale.-We have not been able to ascertain precisely the age, place of birth and duration of disease in the case of Loveland, probably he is sixty years old, was born in Connecticut and has been deranged about fifteen years. Loveland and Nash are but partially insane, yet needing overseers ; they are placed with farmers where they are kindly treated, and by their labor pay for their subsistence, except in sickness, and ex- cept in clothing in the case of Loveland. Lee.-No paupers, lunatics or idiots. New Marlborough.-None. Otis.-None. Peru.-Jonathan Burnham was deranged for ten years, probably between the ages of 16 and 30, he was then rational perhaps 15 years, in the time married, was very industrious, labored on a farm which he owned. Since the return of the disease, he has had his liberty except a few days, he was confined in a great chair, made for that purpose, but as the effect was bad, it was thought best to give him his liberty; there have been no medical means used to restore his reason, as the disease is considered constitutional, his mother and brother before him were diseased in a sim- ilar way, and two of his sons, young men rising of 20, give sad evidence of the same disease. Pittsfield.-Seymour Allen, is quiet, and generally quite good-tempered. Rensceller Hale, labors on the farm with suitable oversight. Hiram W. Smalley. He has been with us but a few days, and his disease is said to have proceeded from too intense application to study. We have a farm for our town and state paupers, and they are all with them, the average price of keeping, over and above what they save by their labor, is about 70 cts per week. Tyringham.-Both are supported with the other paupers. Washington.--Joseph Croivell has been deaf for many years, enjovs good health, walks about where and when he pleases, but knows little or nothing more than to eat and drink, is very harmless. Enoch Crowell has been able to labor some from a child, is now infirm and unable to walk, was always foolish and harmless. 80 IDIOTS AND LUNATICS. NORFOLK. Brookline.-There are no pauper lunatics or idiots in the town of Brookline. Cohasset.-We have in our almshouse one person, aged 50, a female, par- tially insane, not in confinement, nor has been, very peaceable and quiet. Also, one, a male, aged 60 years, nearly an idiot, a peaceable person, not mischievous-rooms with other members of the house. Dedham.-None. Dorchester.-None, Foxborough.-None. Franklin.-Fetters are only used to prevent his absconding, (Willard Pond,) has his liberty day-times. He was not a pauper until his return from the hospital. Medfield.-None. Milton.-None. Needham.-None. All the above persons live in common with the rest of the inmates, share the same rights and privileges, eat at the same table, partake of the same food, and are attended with no greater care, trouble or ex- pense, than the other inmates-and conduct themselves to the accept- ance of the keeper of the house, and the board of overseers of the poor, and all the inmates are contented and happy in their situation. That class of persons intended to be represented in this return, were never chained, strapped or imprisoned. For intemperance and disobedience we sometimes confine them, not over twenty-four hours, in the black-hole, so called, in the cellar. It is rarely that we are under this necessity. Sharon.-None. Stoughton.-None. Walpole.-None. BRISTOL. Attleborough.-Ephraim Whipple was discharged from the State Lunatic Hospital, in consequence of the crowded state of that institution, and sent to this town, 24th Oct. last. We find no trouble in managing him. IDIOTS AND LUNATICS. 81 He has his liberty all the time, except nights, when he is fastened in his room. Mansfield.-The boy is not in one sense an idiot. He is kept to school and meeting, in order to associate with children, and learn from them ; he has no memory, and cannot be taught to drop five in dropping corn, or any other practical method of counting. Yet, on being told, he will call any one of the family, or get wood. PLYMOUTH. X Bridgewater.-In the town of Bridgewater, at the present time, there is not a lunatic or idiot, either supported by the town or residing in the town. Carver.-None. Duxbury.-Nathaniel Hodges, the only insane person in the almshouse, for- merly a master blacksmith, has not been in close confinement; has had no lucid spells since in the almshouse. The idiots are none of them confined. Baker formerly was shackled to keep him from running away, but has not been for three years past. Seneca Sampson, furi- ously mad, has been in the Insane Hospital at Worcester, since the month of Oct. 1834, at an expense to the town of about 140 dollars per annum. Hingham.-Benjamin Dunbar. The time confined unknown to us. Gridley Stoddar, confined until within ten years. Isaac Fearing, " " " " " Benj. Hamond, 11 " " " " The town purchased a farm and built a house thereon, in 1832. Since that time the insane have usually assisted in the farming operations, and have been much improved. Kingston.-Patience Ring, an inmate of our almshouse, is not really an idiot, yet she has spells when she is not far from it, although she works out the greater part of the year, and very near earns her living. Her grand-father was a lunatic, confined in chains years before her birth. His daughter, Patience's mother, gave him his food, and took care of him until his death. Marshfield.-There are no paupers, lunatics or idiots, in this town. Middleborough.-Eunice Bent. Her children pay the remainder of what it costs to keep her. Phebe C. Sherman. Her mother pays the remaind- er of what it costs to keep her. North Bridgewater.-Bela Dick, is not confined, resides with the family in the almshouse. 82 IDIOTS AND LUNATICS. Plympton.-The first-named person, Bartlett Churchill, is a twin brother of the second-has free access to air at any time-not restrained from going out at all times-is able to perform some ordinary kinds of labor- is in good health-cannot learn to read. The second, named Henry Churchill, brother and twin of the first, is not able to speak any word in our language, but by some guttural makes known his wants-has less sense than the first-performs no labor of any kind-is not confined to the house, but generally sits in his chair all day, very quietly-feeds himself, but has no judgment to determine the quantity of food. The third named, Eunice Churchill, cousin to the former, is more of an idiot than the first two, though not confined often ; generally gives some sign in the day-time of nature's calls, but cannot speak any word-is more troublesome than the former, frequently striking her head and beating her hand, but not to draw blood-has a crook in the spine. The fourth, Betsey Rickard, can speak some words, and is able to pick oakum-is very fleshy, but not very troublesome. Rochester.-There is no person in this town that is furiously mad, or that needs to be confined. The within-named persons are permitted to go at large, but require the particular care and attention of the overseer of the almshouse. The cost of support of each person per week, we have included in the average support of all the inmates in our alms- house, at 92 cents per week. Wareham.-The cost of support of George Leonard, nothing, except when crazy. West Bridgewater.-Sally Harden, unable to walk. Mehitable Snell, " " " Ephraim Packard, generally able to labor-supposed to be incurably insane-seldom furiously mad. Otis Willis, blind, deaf, and growing dumb. BARNSTABLE. Barnstable.-Ann Crocker, is only occasionally furiously mad, but the most of the time is about the house, and when not mad is good help in the house. Eunice Lumbert, is only occasionally mad, and when she is, no means of restraint are used or are necessary, as she will not leave her room when mad. Fear Coleman, is only low-spirited, and has not been at any time, to my knowledge, mad, or furiously so. IDIOTS AND LUNATICS. 83 Nathan Crocker has been insane for a great number of years, but not lately furiously mad, and is allowed exercise out of doors daily. Hannah Jones, is in a small house near her parents. She likes be- ing alone, and therefore had a small house built for her. Olive Lawrence is in her mother's care, and has never been in the almshouse. Her age is not known to me. Barb Newport is a negress. She has been supported by our town for a great number of years. She is not confined at all, and is only occasionally light. Zoa Brister has been with her friends until about 18 months since. Brewster.-Joseph Sears is insane about three months in each year, generally in the fall or winter months; the remaining part of the year he is about his occupation, at his house. Nancy Mayo.-She is furiously mad about every three years. Chatham.-Isaac Eldredge has been insane about 18 years, sometimes •very furious. At first he was sent to Boston, and was under the care of physicians for nearly two years-was then pronounced incurable-since then he has been chained in a building joined to his mother's house. Benjamin Eldredge, after a fit of sickness, was left in an insane con- dition, and has ever remained so. He is harmless and goes at large. Dennis.-We have no lunatics in the town that answer your description in the columns. Eastham.-None. Falmouth.-None. Harwich.-None. Orleans.- Thankful Knowles has been at the hospital in Worcester, and was pronounced incurable. Her derangement was religious excitement. She is now in a private family, and is perfectly harmless. Olive Myrick is supported in a private family, and for the most part of the time is harmless. Tabithy Hurd has been here unless till within a year, and has had the liberty of the whole house. She is now confined in a room ten feet square, with a bed in it, but comes out every day. The rest have the privilege of the whole house. Keziah Libby is an insane person. Came here in 1839, and was put into our almshouse in 1840. She is perfectly harmless, and has the liberty of the house. Provincetown.-The persons named in the foregoing list, {Levi Smith, David IDIOTS AND LUNATICS. 84 Doane, and Mary Smith,) are boarded with their relatives, and have alt the privilege that would be proper for such persons to have. Sandwich.-Nona. Truro.-There are two females in our almshouse, something deranged, and one idiot, a female-all three white. Are not confined at all. They were born in Truro, and are supported wholly at the expense of the town. Ages 70, 68, 40. Yarmouth.-The within named persons, (Susan Ryder, Susannah Ryder, Hd^ and Thomas Hawes,) were bom idiots, but we have none that we have to confine.
