Published in August 1942, it represents only a tempora- ry position as it subsequently became necessary to induct per- sonnel into the service who had been considered unfit. Aside from the interest this classification offers of itself it ivill be useful in connection with the translations of the "Reports of the Armed Forces Medical Consultants" which are being prepared by this section. The original text (1942) from which this translation was prepared bore certain notes and modifications in handwriting. These have been translated as a part of the text. It is not possible to state that this translation incorporates all the changes effective at the end of the war ( May 1945). The pam- phlet was obtained from the library of a physician who served on a local draft board ( Frankfurt am Main) until the Spring of 1944. At the time, he states, he could no longer serve his con- science and carry out tho orders to send the partially incapaci- tated to the Armed Forces * Ho volunteered himself for advanced position service as a means of escaping this responsibility. No later edition has been available for use altho references are made to them in the Reports. The physician who made the hand- written notes is now dead. Insofar as practical the page arrangements of the origi- nal has been retained for ease of comparison in case of question. The ever present problem of finding a suitable middle ground between a literal and a free translation has been pre- sent to a greater degree than usual because much of the classi- fication is written in " telegraphic" stylo. The new Ledical Instructions for the classification of registrants with regard to their fitness for military service in wartime♦ (V.U. Vfci. Part U, Uccerpt 1) will be effective as of the day of their publication. The former Medical Instructions for the classification of registrants with regard to their fitness for military service in wartime (V.U. Viu. Part 1, Excerpt) will become obsolete on that day. By direction: Dr. Handleser. 1 A. Preliminary Remarks, 1. The procedure and method to be followed in medical examination in the H.Dv. Nr. 252/1, M.Dv.Nr. 24&/1 and L,Dv.Nr. 399/1 ( Classifica- tions of registrants, volunteers and draftees) which are also applicable in wartime. 2* In contrast to the classification in peacetime, the examination in wartime aims at establishing the registrant’s degree of fitness for service in wartime. If the registrant is afflicted with diseases, de- fects or infirmities making the handling of a weapon difficult or even impossible, it must be decided, whether or not and to what extent he may stil be employed by the Armed Forces for other purposes accord- ing to his ability ( e.g. home defense and in occupied territories.) Accordingly the registrants .re to be divided into the following groups; a) fit for all kinds of military service or still fit for the fighting troops to a cert .... extent; b) fit for military service at home only; c) unfit for military service. B, The kedical Classification. 3. a) Registrants fit for military service are classified as follows : k.v. standing for ; fit for active service; g.v.F, " M fit for garrison duty. Field; g.v.H, " " fit for garrison dut", Home; a.v. " " fit for labor duties only. b) The temporarily unfit registrants will be marked; Til. PORARIIY UR FIT. c) The registrants unfit for military service in wartime; UNFIT 4. The medical classification of registrants, volunteers and draftees as to their fitness wil bear a notation in front of the sta- tement in which appears the number and the column of this classifica- tion scheme, justifying the classification, if defects have been found. 5. Defects which appear in columns L and U and vU or in all of the three last columns together, have to be classified according to their degree and in consideration of the assignment the registrant is likely to get in the forces. FIT FUR ACTIVE SERVICE. 6. The registrant must be in such physical and mental condition as to be able to respond to the requirements of military service in respect to endurance, resistance to strain and weather, privation etc. In many instances, enthusiasm may compensate for minor physical deficien- cies! This is especially true with volunteers and under such circum- stances the classification -fit for active Service- is possible. FIT FOE GnElcIbUA DUTY, FIELD 7. The registrant does not fully correspond to the requirements necessary for unlimited service in wartime, he is only of a limited use to the fighting troop , but nevertheless useful in orderly-rooms, mess-halls etc. He is fully fit for dut; in supply units, construction units, local defense units, anti-aircraft units, at home and behind the lines etc. FIT FOB. GAHRISOL DUTY, HOLE. 8. The registrant is fit for assignment at home and in occupied territories ( not in the theater of operations): a) as a rule in local defense units, at home and in occu- pied territories; b) in all staffs and offices at home; c) for assignment in al. military units at home and as an instructor, for guard-duties, particularly in offices, orderly- rooms, mess-ha Is, repair-shops, depots, stables, in the administrative service as orderly etc.; d) in the offices of the Armed Forces placed under the au- thority of Commanders, such as Field- or County Comman- dant's offices etc. FIT FOR LABOR DUTIES 9. The registrant is suitable for assingraent; a) with arl staffs, offices and units at home in positions specified unaer 3, c); b) with units, such as: Heaaquarters Company, Garrison battalion, or companies for special employment etc.; c) for the replacement of employees and .orkmen in home offices of the Armed Forces (administrative units are excluded) 10. The present list will serve as a guide. As a rule defects in columns A and B will call for classification: g.v.F., g.v.H., or a.v. (fit for garrison duty, field; fit for garrison duty, home; or fit for labor duties only), 11, The classifications a.v. (labor duty) nd g.v.H. (garrison home), howevep, are not so sharply defined as to permit the fen er to begin, where the latter ends. The medical examination and the possible assignments are the deciding factors, when judging the fitness for garrison duties, the acquired training and the possibilities to obtain the maximum efficiency in the interest of the Armed Forces should be kept uppermost in mind. In case of apmitude lor labor duties, the professional qualifications or physical capacity (e.g. skiljed labor) should be mad:; available, where they are the most useful. The decision whether the registrant is eligible for use in the field or in the homo service is up to the chief of the draft board and is to be based on the medical report. TEMPORARILY UKFIT 12, If the registrant is tempoerarily unfit owing to a diseos that can be healed in the foreseeable future, he will be considered temporarily unlit for military duties ana aeferred for a limited time. The date for a reexamination wit; a view to establish the final classification has to be fixed and the respective notation should read for instance; TEMPORARILY UK FIT, RmoXAR IK A TICK IK TWO 1 OFTPS. In that case, the reexamination wil. take place in two months, when the dfinite classification will be established. The notation tem- porarily g.v. or a.v. will no longer be applied, (e.g. ; Z 52 g.v H. 3 months). UKFIT FOR MILITARY SERVICE 13. The registrant is not suitable for any assignment in the Armed Forces. The classification w.u, (unfit) is not identical with the corresponding definition of paragraph S3 cf thm welfare and alleviation bill for exservice men. 11. Registrants who are unfit for military service in any as-igrr ment of the Armed Forces wd}ll be re jet tad for all time. 15- T# avoid registrants being called up, for whom there wii„ be no use whatsoever among the fighting troops, those may be classified as unfit, not only if they are afilicted with vb deficiencies, but also if they fall under the L -aid b deficiency groups., especially if their professional and mental abilities do not promise efficiency in th- Armed Forces, or if these registrants owing to their infirmities are unfit to wear uniform with regard to the prestige of the Armed Forces, thus excluding the possibility of even a short nerv d ..f mi- litary training that will be requisite in ca.oo of g. v b. or a . v. classification, 16. Enlisted men and Armed Forces officials cj to Lj u.) a de- fied w.u. ( unfit ) if: a) they are afilicted with a vb doficiency, besides they may be classified w.u. if: b) a deficiency according to Nrs, U 15,2, U 16, U 52 has been found. , ~ 5 - 17,• If a further examination becomes necessary to clarify the classification, the registrant may at any time undergo ambulant ex.amination by specialists in Armed Forces hospitals. Only enlisted men, however, may be kept in Armed Forces hospitals for examination. 18. Examples for classifications: 1. The registrant is in perfect condition; Classification k.v, 2. The registrant has a cicatrix after an operation of the appendix. Classification: A 52, k.v. 3. The registrant has a deficiency falling under B 55. Classification; B 55, k.v. A. The registrant has a deficiency falling under L 65 and is eligible for assignment behind the lines. Classification; L 65, g.v.F, 5. The registrant suffers from a temporary ailment as an aftermath of a disease, but he will be all right after two months. Classification: Temporarily unfit reexamination in two months ( give exact date). The final classification will be made on the occasion of this reexamination,, 6. The registrant sufiers from a disease falling under L 61, that does not seriously decrease his suitability for home defense. Classification: L 6l, g.v.H, 7. The registrant sufiers from an ailment, falling under U 6? indicating labor duty in the Armed Forces. Classification U 67, a.v. 8. The registrant is suffering from a disease that renders him unfit lor military service, e-g, . v U,3 C. Reports 19. At the end of each draft period the chief surgeons of the araft board are supposed to report to the recording and recruiting authority on their special observations. 20* The recording and recruiting office forwards these reports, provided with their critical annotations to the Medical Inspector of the Armed Forces. 21.
