That the said commission dhall consist of two 2 persons, who shall he officers of the Governme t, medical men 3 oj known ability and special attainment in biological i\search, 4 particularly in the department of microscopic investigation 5 and methods of culture of the essential germs causative of the 6 infectious and contagious diseases. 1 Sec. 3. Tkat the commission be authorized to employ 2 such skilled assistants as it may deem necessary, and ta fix 3 the rate of their compensation: Provided, That the entire 4 expenses of the commission shall he limited to the amount of 5 the appropriation herein named. 1 Sec. 4. That the commission shall make, within twelve 2 months of its appointment, a detailed report of its labors to 3 the President of the United States, to be submitted by him to 4 Congress; but, if necessary for the accomplishment of its 5 work, it may continue its labors two years, making also a final 6 report: Provided, That that portion of the report covering 7 the expenses of the commission shall be made under oath. 1 Sec. 5.
