The attention of commanding officers of forts and other posts where 
powder is stored, is directed to the necessity of adopting proper measures 
for its preservation, as prescribed on pages 245, 246, and 247, of the 
Ordnance Manual for the " Preservation, Storage, and Transportation 
of Powder." Commanding officers will be held strictly responsible for 
the care of all magazines at their posts
