Be it enacted by the Senate and House of Representatives of the United States of A merica in, Congress assembled, That all commu- nications relating to the official business of the Department to which they are addressed, of whatever origin, addressed to the chiefs of the several Executive Departments of the Government, or to such prin- cipal officers of each Executive Department, being heads of bureaus or chief clerks, or one duly authorized by the Postmaster General to frank official matter, shall be received and conveyed by mail free of postage without being endorsed “official business,” or with the name of the writer. An Act to repeal the first Section of the Joint Resolution relative to the transfer of persons in the Military Service to the Naval Service, approved February 24, 1864. Re it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the first Sec- tion of the Joint Resolution entitled a “ Joint Resolution relative to the transfer of persons in the Military Service to the Naval Service,” approved February twenty-four, eighteen hundred and sixty-four, be, and the same is, hereby repealed.
