General Orders, No. 103, is modified as follows: 
The President directs that the troops in that part of Kentucky within 
the Department of the Ohio, not belonging to the Ninth Army Corps, 
be organized into the Twenty-third Army Corps, to be commanded by 
Major General G. L. Hartsuff.
