Whenever practicable or required by the Chief of Subsistence o the Forces, Brigade Commissaries will draw provisions from Sub- sistence Depots for periods of ten days at a time for their respective commands, upon consolidated provision returns, (See Form No. 14 Army Regulations) specifying the numerical strength of each Regb ment drawn for, and in detail the number of rations required. These returns will also embrace estimates for issues to Brigade and Regb mental Hospitals, for ordinary wastage and for sales to officers, and must show amount of articles severally on hand from previous issues, or by purchase, to be deducted from total amount required. 11. General Officers, the Field and Staff, detached or General Hospitals, troops in transitu, employees in the several Departments, and others unattached to Brigades, entitled to purchase or draw rations, will be supplied from Dost or Distributing Depots. 111. In issuing to Brigade Commissaries, deliveries will be made in bulk or unbroken packages, approximating conveniently to the amount required. I\ . To avoid the multiplicity of accounts with the Treasury, Regi- mental Commissaries attached to Brigades will not receive or issue in bulk, but only from Brigade Commissaries for distribution to Compa- nies. V . Outstanding debts, contracted under orders of superior officers, will, if practicable, be paid from funds held for that purpose, on vouchers approved by the officer under whose orders the debts were contracted, and by the purchasing officer, \ I. Disbursing officers or agents of the Subsistence Department, connected with the duties of this Army, will, without delay, forward to the Chief of Subsistence, copies of their Monthly Summary State- ments of Funds for April, and a list of their purchases for the same' month, and hereafter similar statements at the end of each month.
