RULES EOR THE GOVERNMENT OF THB AMERICAN MEDICAL ASSOCIATION, AT ITS SECOND ANNUAL MEETING, Held at Boston, May, 1849. Prepared by order of the Committee of Arrangements, and in accordance with the By-Laws of the Association. To which is added a List of Officers for 1848-49, and of all Delegates whose Credentials, from the various local Societies in the United States, have been received by the Secretary. 1. The President will call the Association to order at 11 A.M., May 1, and will make some introductory remarks. 2. The Committee of Arrangements will make their report of the number of delegates, known to have been elected, and number present; and if any doubt has arisen in regard to the credentials of any delegates, such doubt will be referred to the Association. 3. The roll of those delegates who have registered their names, and of permanent members, present, will be called. 4. Election of officers for the ensuing year. 5. The reading of the minutes. 6. Reception of members not present at the opening of the meeting, and the reading of notes from absentees. 7. Reception of members by invitation. 8. Reading and consideration of the Annual Reports from the Stand- ing Committees. "'*• N. B. Unfinished and miscellaneous business. Under this head may be called up the following amendments to the constitution, proposed last year, and, according to rule, laid over till the present meeting. Dr. Campbell Stewart’s resolve “ to grant to permanent members the privilege of voting, as was intended and proposed by the committee which prepared the constitution.” » Dr. Josiah Curtis’s proposal, that there be a “ standing committee on sanitary improvement, which shall present an annual report on the gene- ral sanitary condition of our country compared with that of other locali- ties, embracing, as far as practicable, the existing arrangements of Prisons, Hospitals, Educational Institutions, Manufacturing Establishments, &c. &c., in their relations to the laws of health and life. They shall also point out, with discretionary minuteness, the more serious infringements of nature’s code of health, generally permitted by the authorities of cities and densely populated districts, and their influence on human viability ; including any other information tending to the increased valuation of hu- man life.” Dr. Z. B. Adams’s plan for a new organization of the Association. Various verbal alterations are suggested by Dr. Adams, vide page 40-1 Transactions, Vol. I. But the sole object aimed at is as follows : that, by these changes, the whole profession may become more interested in the Association. In order to accomplish this object, it is proposed that every regularly educated man in the United States, belonging to the soci- eties, allowed by the present rules to send delegates, should become a member, if he sees fit to sign the constitution. The business matters of the Society should be performed by delegates, as heretofore. Dr. Atlee’s resolution for a “ Standing Committee on Unfinished Busi- ness, to be appointed by the President of this Association as soon after the organization of the Association as may be convenient, whose duty it shall be to attend to the business of the Association, and bring before it such matters as, without their attention, may escape the notice of the Association before its adjournment.” Dr. C. A. Savory’s notice to amend by making the number of mem- bers of each Standing Committee nine instead of seven, and that in the organization of said committees, each medical body represented in the Association shall be entitled to the appointment of one, at least, of its delegates upon some one of the standing committees.” Dr. Q. Gibbens’s proposal in regard to the election of officers, that “ they shall be nominated by a special committee of one member from each State represented at the meeting, and shall be elected by vote on a general ticket, the candidate having the highest number of votes to be considered the officer elect.” Dr. L. P. Bush’s motion to amend the constitution, So that members by invitation shall have the same right to participate in the affairs of the As- sociation as permanent members, and not, as now, the same as delegates. Dr. F. C. Stewart’s proposal that “ at all meetings of this Association 3 for the transaction of business, the presence of fifty members (delegates or permanent members) shall be necessary to constitute a quorum.” Dr. J. R. W. Dunbar’s suggestion that a permanent committee be appointed on Medical History and Biography. 15. Adjournment. The following is a list of the officers for 1849, and of the delegates to the present meeting. The names of the latter were obtained from ori- ginal documents, &c., in the hands of the Secretary. It has been at times very difficult to decipher them. If any mistakes are observed, it is requested that any member, knowing such errors, will give informa- tion thereof to the Secretaries. If any deaths are known to have occurred among the permanent mem- bers, gentlemen will please mention these facts likewise to the Secreta- ries. f Shows that the delegate is present.
