We, the undersigned, practitioners of Medicine, in the District of Columbia, do hereby form ourselves into a society for mutual improvement in diagnosis, clinical observation, and pathological research, and do severally pledge ourselves to be governed by the following Constitution and By-laws : [Signed.] CONSTITUTION. Article I. This society shall be called the Clinico-pathological Society of Washington, D. C. Article II. The Society shall be composed of active and honorary members. Article III. Sec. 1. The Active members shall be limited to sixteen (16) in number, of which seven (7) shall constitute a quorum. Sec. 2. In the election of candidates for membership, the name of the applicant shall be proposed by a member at one meeting and ballotted for at the next; and a unanimous vote of all the members present shall be required for his admission. Article IV. Honorary members of the Society shall consist of distin- guished medical men residing in any part of the United States ; and they shall be limited to twelve (12) in number. Their election shall be conducted in the manner prescribed for active members in section 2 of article 3. Article V. Sec. 1. The officers of the Society shall consist of a Presi- dent, Vice-President, Secretary and Treasurer, chosen from the active members of the society. Sec. 2. The President and Vice-President shall serve for a term of one month, the former, at the expiration of his term’, of office, to be succeeded by the latter, both offices being filled in order of alphabetical succession. Sec. 3. The Secretary and Treasurer shall be elected annually by ballot, a majority of the votes cast being requi- site to an election. The Secretary shall not be required to report cases before the Society, and shall not be eligible to serve as President during his term of office. Article VI. Each member upon admission into the Society shall be re- quired to pay an initiation fee of two ($2) dollars. Article VII. All propositions for altering the Constitution shall lie over at least one stated meeting previous to being acted on, and the concurrence of two-thirds of the whole number of active members shall be necessary for their adoption ; but any of the accompanying By-Laws may, by a majority vote of the members present, be suspended during any regular meeting of the Society. Article VIII. The expenses of the Society shall be defrayed by fees and fines paid into the treasury, and by special assessments made upon the active members from time to time, as occasion may require. BY-LAWS. No. 1. The Society may by a three-fourths (f) vote expel any member, after one reprimand, for moral misdemeanor, for professional incapacity, and for repeated neglect of the duties incumbent upon him as a member of, the Society. No. 2. There shall be a meeting every Thursday, at eight (8) o’clock P. M., and the Society shall not stand adjourned un- til so declared by the presiding officer on a motion to that effect. No. 3. Members are required to pay a fine of fifty (50) cents for non-attendance, or absence fifteen (15) minutes after roll-call, unless for sufficient reasons they are excused by a unani- mous vote. When members or their alternates, after having been appointed to read papers in their regular turn, shall fail to present them without sufficient excuse, they shall be fined to an amount not less than one ($1) dollar for each offence. No. 4. The object of the Society being mutual improvement in diagnosis and clinical observation, a member will be named by the President, taken from the list in alphabetical order at each meeting, to give a full report in writing of a case at the next meeting. He is to make comments on the case and draw his deductions, after which it is to be criticised and dis- cussed by any member so desiring. No. 5. By request of the member, on the day of his appointment to report a case, he may, by unanimous consent, be allowed to write an essay on any interesting professional subject, in- stead of the clinical report. The reports and essays, and the matter contained therein, so far as practicable, to belong to the Society ; as also patho- logical specimens accompanying them, unless the Society, by unanimous agreement, forego its claims to the same. No. 6. The President shall preserve the strictest order and decorum, and shall have the power to fine any member violating either, to an amount not exceeding twenty-five (25) cents ; the mem- ber having the right to appeal to the Society. No. 7. No member shall interrupt the President or any other mem- ber while speaking. Every member shall stand while speak- ing, and address himself to the President. No member or members shall be permitted to sit or stand with his or their heads covered. No member shall be permitted to retire after the calling of his name, without permission from the President, until the Society has adjourned. No. 8. When the President takes the chair and the meeting is constituted, the order of business shall be as follows: 1st. Roll-call. 2d. Reading of minutes. 3d. Unfinished business. 4th. Nomination of Candidates for membership. 5th. Election of Candidates for membership. 6tli. Report of Treasurer. 7th. Report of Committees. 8th. Miscellaneous business. 9th. Medical papers and essays read or presented for con- sideration. No. 9. When the regular business of the Society shall have been transacted, and a medical paper read and discussed, any mem- ber present may address the Society upon any medical sub- ject, provided it is with unanimous consent. No. 10. When any member shall absent himself from the Society for three successive meetings, it shall be the duty of the Secretary to communicate with him in writing, and request either his attendance in person, or else a written explanation, presenting due cause or excuse for his non-attendance.
