July 22, 1976 Dear Dr. Fredrickson: Enclosed is a copy of the letter which Senator Javits and I today sent to the President regarding implementation of the NIH Recombinant DNA Research Guidelines in other Federal agencies and in the private sector. I want to offer my congratulations on the thorough and statesmanlike job NIH has done thus far with respect to the formulation of these Guidelines. In particular, I am pleased at your involvement of knowledgeable people from outside the medical research and scientific communities. As the debate over the Guidelines continues in both the scientific community and in the public at large, the Guidelines will doubtless have to be updated and refined. It will be imperative that NIH remain sensitive to the need for such refinements and responsive to the public's concerns. In the meantime, we should turn our attention to implementation of the current Guidelines in all sectors of the research community.
