On this proposal the following comment:--
The field to be covered in a competent and convincing way is far larger than $20,000 a year would cover.  Furthermore I would think five years and not two as the minimum.
I have no opinion as to whether University affiliation is the best procedure but I doubt if Sinai is the man to run it.
The changes and developments in this field are important and are likely to call for study exploration and definition for the next decade.  It doesn't make sense to evade it, nor to fiddle timidly or treat it superficially.  I would even raise a question whether it doesn't call for an MD on a year's loan as a staff member to discover the right way for the thing to be set up as a recipient of a large and long grant $300,000 to 400,000 over 10 years
