Dear Dr. E. Koop: A very serious threat to the health and welfare of New Yorkers has arisen that has implication for all US citizens. You are well aware of the epidemic rise in reported cases of A.I.D.S. -- from 1 case in 1979 to 1,000 now. The number of reported cases has tripled from 7 to 20 per week during the past year alone. I need not elaborate on the over 20 children with this disease, half of whom have died, the hemophiliacs and other innocent victims who have acquired this deadly disease only because they required blood transfusions. Certainly we don't know exactly how this is spread, but it is known to be spread by blood products, and close family ties with victims of A.I.D.S., pointing a very strong finger at transmission through body fluids, including semen. New York City wants to pass a Gay Rights Bill, giving Gays priority in jobs, including teaching positions. One will not be able to refuse to rent an apartment to Gays because they are Gays. They will spread their lifestyle more and more throughout the city and spread their wealth of diseases with it. NAMBLA (North American Boy Love Association) alone has 22,000 members -- many in N.Y.C. Their potential for infecting our youth is mind boggling. I plead, nay, beg of you, to step forward and send a statement that can be read to the City Council on February 22, 1983 where this Bill is being considered. I would ask you to come personally but I know you are very busy and probably don't have the time. But please, please, send a statement that can be read to the council, informing them of the serious ramifications of this bill should it pass. Thank you for your kind consideration. I remain, Sincerely yours, Sigmund Friedman, M.D.
