August 12, 1988 Dear Dr. Koop: I understand from an article in the September edition of The American Spectator by Tom Bethell that the results of a recent University of California test on the effectiveness of eight condom brands has yet to be released to the public. As you are probably aware, H.R. 5142, the AIDS Federal policy Act of 1988, will come before the full House in early September. In light of the fact that this legislation includes education provisions dealing with the efficiency of condoms in preventing the transmission of the AIDS virus, I believe that it is of utmost importance that Congress is aware of all current studies on condom failure rates. As a member of the House of Representatives, I therefore request, under the the Freedom of Information Act (5 U.S.C. 552), immediate release of this University of California study on condom failure rates.
