Talking Points -- Luncheon Presentation
National Council for International Health Governing Board
February 24, 1983

 

From the day I was confirmed as Surgeon General, I was on the governing board of the
National Council for International Health and helped guide that group through various
vicissitudes as it sought to find its place, both in international health and on the
Washington scene.

These talking points were essentially the notes on which I delivered my talk (part directly
from notes and part ad-lib); hence, the format is not that of a lecture.

Eventually as the National Council for International Health came on harder times, I was
asked as a private consultant to make recommendations for the future of the organization.
Out of my recommendation came the demise of the National Council of International
Health (because it was a confusing title for a group that didn’t seem to have much
meaning for the public), and the new organization now functions under the leadership of
Nils Daulaire in White River Junction, VT, as the Global Health Council.

The chief thrust of my message was that, despite rumors about the destruction of the
International Health Program in the Public Health Service, I was there to say that the
program is alive and well, and I covered the following areas in my presentation: 1. The
budget for International Health in PHS; 2. How International Health is organized in
PHS; 3. Our multilateral program involvement; 4. Bilateral programs of the PHS; and
5. Activities that may be of particular interest to this group — selected international
activities of the National Institute of Allergy and Infectious Diseases, NIH, and of the
Centers for Disease Control.
