I am apprehensive that these changes may have an undesirable impact on medical research and medical personnel for a number of years to come. As Chairman of the Subcommittee on Reorganization, Research and International Organizations, I have been giving consideration to hearings which would explore some of these problems and their likely future impact, plus possible ways in which both by subsequent legislation and appropriation policy, the Congress might take some constructive action on them. I am therefore inviting a small, select group of dis- tinguished, knowledgeable individuals to meet and discuss potential subjects for hearings that my Senate Subcommittee might undertake. To prepare an agenda for the meeting I would appreciate a brief memorandum from you outlining the topics which you believe would be particularly worthy of discussion.
