CENTER FOR ADVANCED STUDY IN THE BEHAVIORAL SCIENCES 202 Junipero Serra Boulevard *: Sisnford, California 94305 Telephone (415) 321-2052 June 19, 1974 Professor Edwin Mansfield Department of Economics University of Pennsylvania Philadelphia, Penn. 19104 Dear Dr. Mansfield: Our conference on Science Indicators is over and it turned out to be much more interesting and fruitful than any of us dared to hope. Because of the success of the conference, we have strong regrets that you were not able to attend, However, we thought you would be interested in a brief account of the proceedings and our future plans. As soon as possible, we shall send the first versions of the papers that have come in. There is a firm plan to publish by late spring 1975, a small volume with these papers (suitably revised) and others to come in later, Our quintet (Robert K. Merton, Joshua Lederberg, Arnold Thackray, Harriet Zuckerman and myself) here at the Center who organized this conference will meet in Jerusalem In January 1975 for two weeks to put the finishing touches on the volume, We received serious encouragement from 0. D. Duncan (who participated in the conference) to continue thinking in terms of an ongoing activity. The idea arose that Science Indicators should constitute itself as a subcommittee under the umbrella of the Center on Social Indicators, of which Duncan is chairman, We have begun to plan along these lines: that if and when we become such a body, we would like to contact both the National Academy of Sciences and the American Academy of Arts and Sciences and possibly some international groups as well. John Ziman, as you may know, participated in the conference and suggested that at a later stage he could bring up the matter with the British Science Research Council. I should add that several members of the National Science Board showed great interest in the Conference--Lloyd Cooke made that plain as he sat through the whole of it--and Bob Brainard, the man responsible for the green booklet, also played a very positive role. During the second day, Emilio Daddario came to the Center with an assistant from OTA and he also addressed our group after the Friday dinner at the Stanford Faculty Club. Several other NSF observers were on hand too. For your information I enclose a final list of the participants and the agenda of the conference. Naturally, we would welcome any comments or suggestions you care to make. Again, I cannot tell you how deeply sorry I am that you could not be with us. With warm regards, Your, Yehud + Evan € YE:g Yehuda Elkana Encs.
