Stanford University Stanford, California 94305 Dear Josh: The Center plans to undertake, during the 1974-75 academic year, a project on the implications for deterrence strategy of the changes, both technological and social, which the next decade will bring. The project will be part of the Center's Program on Science, Technology and Society (POSTS), which is partially uspported by the National Science Foundation. Full-time participants will include George H. Quester, Y. Harkabi, Richard Smoke, Lawrence Weiler and one additional person, yet to be determined. Sidney Drell will be an active, though part-time, participant. We also plan to invite a number of physical scientists as visitors to the Center during the course of the year. And, of course, we hope that there will be considerable interaction with those Stanford scholars with interests related to the project. In preparation for this project, a three-day conference will be held at the Center on Friday, Saturday and Sunday, March 8, 9, 10 of 1974. A descriptive agenda for the conference is attached. We know that the conference will be of value to those participating in the project, but we also hope and expect that it will facilitate an exchange of ideas among all the attendees to their mutual benefit. Total attendance will be about thirty. The conference agenda is intended to survey many or most of the strategic issues that will be undergoing a metamorphosis in the next decade, tapping participants for their views as to where we are headed, and presenting our own preliminary suspicions about what the interesting questions will be. As such, therefore, the conference is less intended to reach conclusions than to establish a docket of old conclusions that need to be reexamined, as well as new issues to be tackled.
