I am “grateful to you for providing the opportunity to participate in the IOM

Meeting on Biological Warfare. I learned a lot from you during the meeting.

Enclosed is a bibliography and some additional information on anthrax.

In our

country, Dr. Stephen Leppla, Laboratory of Microbial Ecology, Building 30, Rm.
309, NIDR, NIH, Bethesda, MD, 20892, Dr. Philip Brachman, CDC and Dr. William
Habig, CBER, FDA, 8800 Rockville Pike, Bethesda, MD, 20892 are the most
qualified individuals in this field. In England, Dr. Ian Henderson, Public Health
Laboratory Service, Porton Down, England, is experienced in Surveillance and

analysis of strain variation among B. anthracis.

I feel that a collaborative research program between Dr. Leppla and

the

appropriate scientists in Russia could be started quickly, would have a good
chance of providing new and important information and would establish a working
group that would attract international recognition. The latter would favor
“disclosure” as well as a cadre of competent scientists who would be as aware of
activities in the field of anthrax as any I could conceive, If given a chance, this

group could provide information on the "incident” in Russia.

Perhaps we may met soon to discuss evaluation of a new tuberculosis vaccine in
New York City.
