Lederberg SusJect: BW etc I was pleased to see the reports in yesterdays Times pointing to a consensus draft on BW at CCD. If the report was correct, may I have a copy of the draft text? Are there any aspects of the draftsmanship on which you would particularly care to have a comment from me? If so, please just point. At the urging of my friend and colleague, Sid Drell, I recently joined the JASON group which, as you may know, is loosely affiliated with the Institute od Defense Analyses -- but is in fact a rather free-wheeling and self-directed source of construc- tive, technical critécism of DOD activities. I am assured that it affords an unusually effective channel of communication to the higher echelons of DOD; and there are of course a number of important issues of overlapping relevance to ACD concerns. One problem that I have been mulling over, in the light of the predictable emergence of the under-water (hence intrinsically remote) systems of deterrence and defence, is the reliability of civilian command and control in crisis situations. I have in mind other aspects: besides technical accidents. This is not the place or medium in which to elaborate -~- but I wonder if you know the names of people, within ACDA or not, who may have thought the most about such questions, or may have formal responsibilitiee in this sphere. a ee The whole area of ACD and defense policy is one in which there is a great deal of literature, through which it is not easy to trace a productive, well-guided path. It is particularly importaht, I think to be able to collect the critiques, elaborations and other comments that may have been elicited by various specific proposals. This is especially difficult with existing methods. In biology, I have long been interested in a similar problem, and had a paternal in- terest (and, I am bound to say, more recently some financial investment too) in the SCIENCE CITATION INDEX, which does this job very nicely now with quarterly issues, and yearly and quinquennial cumulations. I would like to urge a comparable effort in the ACD field-- and again, may I just ask your advice on whom I should contact on such a question. Best wishes, he . i.
