Dear Josh:

I write with a plea for advice. We are faced with some newly proposed
guidelines for support grants from NCI. As you probably know we have always
viewed that such grants could be abused and have therefore geared them solely
for the support of peer reviewed investigators and their resources. We
perceive that the magnitude of the change in our support that would result
from the new guidelines would be disastrous. I have sent the enclosed letter
to Bill Terry. I do not know whether there are other steps that should be
taken and would greatly appreciate any comments you might have.

If you think it would be useful to discuss the matter directly I would
be pleased to meet with you at the Rockefeller. I plan to be in New York Lo
City April 8-10 for other reasons, including a visit to Sloan-Kettering.
