Lederberg President Rockefeller University York Avenue and 66th Street New York, NY 10021 USA Dear Dr. Lederberg: This letter is being written with the hope that you will be able to assist in gaining support from Congressional leaders in your State by asking them to contact Senator Daniel Inouye (Hawaii) with the aim of urging him to support an appropriation in support of the World Health Organization "Special Programme of Research in Human Reproduction". Senator Inouye has been blocking such an appropriation, recommended both by the House and Senate, for the past two years. A perusal of the enclosed information, hopefully will convince you, as it has me, that there is no valid scientific, economic or political reason why the United States should not be supporting the Special Programme. I am writing to you since it is known that you are familiar with and are supportive of, the activities of the Special Programme. About 12 weeks ago I personally met with Senator Inouye in Washington and spent perhaps the most disappointing 30 minutes of my life listening to him give shallow, evasive, weak and misleading statements as fo why he has blocked an AID request to reprogram $2 million to the Special Programme. In any event, I am resolved to pursue the matter as best I can, within the limits of my own time and energies, in order to convince Senator Inouye that he should reconsider his stand on this matter. My plan is basically as follows. This, or a similar letter, is being sent to a colleague in each of the fifty States, together with three sets of information, which are enclosed. I am asking that you send one of the enclosed packages of a information to each of your two senators, and to your own local Congressional Representative, with a cover letter from you urging their support in contacting Senator Inouye about this matter. Since timing may be an important factor in impressing Senator Inouye that he may be facing some organized opposition, I am mailing these letters and packages of information simultaneously, and ask that you forward one package to each senator and representative with your own covering letter requesting their support. It is important that your letters be mailed during the week of April 21. If all goes well, Senator Inouye could receive as many as 200 telephone calls from his colleagues in the House and Senate, all within a period of one or two weeks. Dr. J.
