Dear Josh:

We have taken your advice and mentioned your name in our letter of
support for John Higginson as Director of NIEHS. We also suggested that
Secretary Schweiker contact you for your views.

Another idea, sponsored by Congressman Martin (North Carolina), is
to combine the National Institute for Occupational Safety and Health
and NIEHS under one Director. We thought this concept had some merit,
particularly in eliminating some potential duplication of effort of
those two research organizations. We did a quick comparison of the
goals and functions of NIEHS and NIOSH and found the potential for
duplication in toxicologic, epidemiologic, pulmonary function, and ana-
lytical chemical technique studies conducted by both organizations
(see attached).

Perhaps we could discuss the merits of combining NIOSH and NIEHS
under one Director and the potential for eliminating duplicative
research efforts on our flight to the CIIT Board Meeting on March 10,

1981.
