Dear Josh,

Many thanks for your thoughtful letter of July 31 which
clarifies your position on WHO matters. I certainly take your point
that an aggressive and innovative Committee can only do good if it wins
the confidence and support of the permanent staff which it serves, and
therefore detailed personal consultation with Kaplan, and perhaps Lambo,
is a good idea. In the meantime, I will straighten out my own thoughts
and discuss them with Howard Goodman, so that we can sort out a strategy
well before next June.
