The format presents the topic for discussion, goal to be achieved in addressing the topic, and time for considering the topic. In light of the very fluid nature of the legislation, it is imperative that substantial discussion be given to the agenda“and the way that we can be prepared to face the legislative situation which may exist at the time of the sessions, i.e., no bills out of full committees, bill ' Out of one side and not the other, etc. ~ _ We should probably also spend time talking about background materials to provide the participants with. Preliminary thoughts center on items Such as 16204, the summary of 16204, or a revised summary based on work done by the full House Committee. Please be prepared to make sugges- tions on this topic. I should also point out that while time for discussion and questions and answers is a given, it has not been formally programmed in the draft agenda.
