Saunders expressed the willingness of BCI to fully cooperate in the deweloouent of the Center. I expressed the cosire ef AMPS to teke whate ever action would he most beneficial to the FHCRC. In favor ef the treasfer is thet the $5.9 million aplication now under FNPS review is for only the initisl stace of o lougeranpe building program. For subsequent construction stages, the FHCRC plans to aoek fuading from RCI. Further, the current funding authority of RAPS for construction is Limtted and may net be oveileble tn the future. IL seems reasonable, therefore, et since NICK will be involved heavily tn the subsequent development of the Center, that HCI should be imvolved in the taitial etage. A major negative factor iu a transfer is that it would not be fa the best dinterese of the FECHC at this cine. HCI has a 25% patching recuiresent for ‘gonstruction grants, whereas RFPS only bas @ 10% matching requirement. Bir. Dirks believes that the FHCRC could not meet the HOI 25% matching requirement. . The idea of further exslering the transfer of the construction funde to HCI does aot scem varranted. Sinee HCI vill be working with the Center in the future construction stages, 1¢ sccme ooly logical that the FUCRC nhiould not be faced with the oroblen of having to respond to tuo different sets of guidelines for one building program. (Alchough PECA serves 83 technical reviewers in HWEMHA for eonstraction grants, FECA dots rot heve its oon coustructioa guidelines.
