Committee on Appracriations; Mr. Jamee Easou, Budget / nuaivet, Gffice of
the Assistant Seeretary, Comptrsiler, Hil; and pr. J. Palmer Suumdetr,

The wecting was held et the requcse of Kr. Gizks to discuss the Involvee
meat of HCI tn the dceveloement of the FHCRC, ii. Dirks oxplaiued that
the reoresentatives of the fHCSC bad reeucuted hie to exslore the
posaibility of transferring the authority for the $5.0 million construction
funds from 125 to NCE.

De. Saunders expressed the willingness of BCI to fully cooperate in the
deweloouent of the Center. I expressed the cosire ef AMPS to teke whate
ever action would he most beneficial to the FHCRC.

In favor ef the treasfer is thet the $5.9 million aplication now under
FNPS review is for only the initisl stace of o lougeranpe building
program. For subsequent construction stages, the FHCRC plans to aoek
fuading from RCI. Further, the current funding authority of RAPS for

construction is Limtted and may net be oveileble tn the future. ECT,

hevever, dces bave funding auckority in the future. IL seems reasonable,
therefore, et since NICK will be involved heavily tn the subsequent
development of the Center, that HCI should be imvolved in the taitial
etage.

A major negative factor iu a transfer is that it would not be fa the best
dinterese of the FECHC at this cine. HCI has a 25% patching recuiresent for

‘gonstruction grants, whereas RFPS only bas @ 10% matching requirement.

Bir. Dirks believes that the FHCRC could not meet the HOI 25% matching
requirement. .

The idea of further exslering the transfer of the construction funde to
HCI does aot scem varranted. Ca the other hand, however, it was decided
that clove cooperation between BCL, RMGS, aii Che Federal Enginceriag

Construction Authority (FECA) in the development of the initial pleaning

for the Center would be extremely important to the FHCRC, essectally fa
the cecoud and third stages of ite building program, ie was decided,
therefore, that:

- $. REPS would aceest the BCI construction guidelines in the
develosient of the FHCRC, and that RHPS would adwiee FECA
accordiogly. Sinee HCI vill be working with the Center in the
future construction stages, 1¢ sccme ooly logical that the
FUCRC nhiould not be faced with the oroblen of having to respond
to tuo different sets of guidelines for one building program.

(Alchough PECA serves 83 technical reviewers in HWEMHA for
eonstraction grants, FECA dots rot heve its oon coustructioa
guidelines. Ie is ny uaderstending thet FECA will follow
these suidetines preseribed by the progren vesponsible for
acniniseration of the grant.)

2. LZ accested the offer of HCL to provide techwical assiaetance to
both FECA ené the FHCKC in the developient sad review of the
initial olenas. The involvenent af HSL at thie time is strongly
eudorsed by He. Dirks and Hr. Eason.

Cuyter, en eagineer, to agasist o9 im whatever way be can.

Hr. Cuyler will join me in Seattle for my Harch 8 meeting with
reprasentatives ef tie Vashinegton/Alaske Regional Hedical
Program, the Fred Hutchinsoa Cancer Qesearch Ceater, and FECA.)

3. Hr. Feson offered to inform FECA vestecentatives at the Rational
level of cur desixe to cooperate with the FEGA reoresentatives
at the Ibs vegioual level, (ix. hascn visited with the FECA
represeatatives at the Wational Level tmeediately folloving
mur ueeting.)

& agreed to taform both Er. Dirks eud Kr. Eason of the results
of my visit to Seattle and to veriodieaslly keep them informed of
the develoomentes of the Center.
