The CCRMP Committee on Organization and - : Procedures, which has been exploring ways “~ to improve the regional review of oper- ational grant proposals, came up with the: following recommendations at their May 15) meeting in San Diego: _ Prior to the submission of any project to an Area Advisory Group, it will be reviewed by a panel of experts who will discuss with the proposer and the area staff any criti-— cisms they have. The suggested improvements will then be incorporated in the proposal before its presentation to the Area Advisory Group, who then have their usual option to reject or approve. If a proposal is approved, it will again be reviewed by the Technical Panel, who then make a final report to CCRMP. Tf any points of difference exist at the time of the CCRMP Review, the proposer and area staff-have a final opportunity to speak to them at that time. The Technical Panel will be drawn from a "pool" of experts chosen from all Areaa by the Staff Consultants Committee and by the California Committee on RMP. Their review will be based on four categories: (a) Eligi-. billty, appropriateness and feasibility. (b) The response made to the steps of plan- ning suggested by the Guidelines (involve~ ment, identification of needs, assessment of resources, objectives, priorities, tmplemen- tation and evaluation.
