JULY /AUGUST 1974 REVIEW

This application requests support of 28 new projects at a cost of $1,163,860.
At the time of the May 1 review, VRMP had estimated a cost of $1,362,000 for
this application.

Whereas all support in the May application was for continuations all activities
proposed nowwill be new. Each was designed, and RAG approved, to fit into

a new pattern of collaborative efforts with state planning and state govern
mental activities. Strong efforts have been made to assure continued support
if RMP support terminates. c

Each proposal has been keyed to recent RAG approved program goals. my

A major concern in the May review was vacant positions. All positions except
one have now been filled and VRMP is at top strength. ’

Proposals were sent to nine CHP agencies for review and comment. Three
responses are included in the, application. No negative comments are
reflected. :

Overall assessment by individual reviewers: Average

Critique: Reviewed by Panel B, this application, was considered "average"
and reflective of an "average" program by two assigned reviewers. Concern
was expressed about the proportion of vacant staff positions, the proportion
“ of hypertension related projects and a tendency by the region to "parrot"
national initiatives as a funding strategy.

Objectives and priorities were considered consistent with national guide-
lines and leadership was considered adequate. Notice was taken that
planning is closely coordinated with a “Governor's Committee" but in
reality that applies to EMS planning rather than total program planning.
A problem with one CHP (b) agency was discussed but not considered to be

of critical importance. A motion to fund at $1,000,000 was unanimously
carried. |
