Conflict of Interests The Following: extract froa the Department of Health,
Education, and Welfare Gencyal Administration is 2 lied to the attention
of Public Health Service Consultants:

"Advisers and consultants serving as members of pulic advisory _
committees should not participate in situations in ihich a violation

of conflict of interest laws and regulations ie ili: ly to occur. Heads
of Bureaus and Divisions should establish procedurar and contrels to
insure that a committee member is disqualified fre:: performing duties

or rendering advise which will have 4 direct and 7. 2dictable effect on
the interest cf an organization or institution wit! which he is associated
as an employee or consultant or in which he has 4 ucinancial interest.

in particular, committee members should not partic loate in the evaluation
of contract or grant proposals which will directly >-ffect the interest
of such organization or institution."
