The idea you present is, in my opinion, a good one, but I would imagine one that would be extremely difficult to find support for in governmental circles. I would imagine that it would also be quite difficult to enlist the cooperation of "ordinary" citizens on both sides of the fence to make a large and meaningful exchange. However, one never knows, and the process you describe might eventually make a major impact. I find myself in the position of becoming what might be called a professional petition and letter signer and, rather than diluting what is left of my usefulness along these lines, I would like to be excused from coauthoring your letter to Science.
