                      OF THE

MEDICAL  CONVENTION,

       ASSEMBLED IN FREDERICK, JUNE 2d, 1647.
   The Convention assembled at the Masonic Hall, at 11 o'clock,
 A. M.  On motion of Dr. J. Boone, Dr. JACOB BAER was called
 to the Chair, and Dr.  J. W. Geyer appointed Secretary of the
 Convention.
     On motion of Dr. Lloyd Dorsey, it was
   Resolved,  That it is  expédient to organize a Médical Society for
 Frederick County,  to be  auxiliary  to the Medico  Chirurgical
 Faculty of the State of Maryland.
     On motion of Dr.  William Tyler, Sr., it was
   Resolved,  That a Committee of three be appointed, to  report a
 Constitution and By-Laws for the government of the Society.
  The Chair appointed the foliowing  Committee:—Dr.  Samuel
Tyler, Dr. W. W. Mead and Dr.  L. Dorsey.
  On motion of Dr. Lloyd Dorsey, the Convention adjourned to
meet at 2 o'clock, P. M.
                    AFTERNOON SESSION.
  At 2 P. M., the Convention re-assembled, Dr. Baer in the chair.
The Committee being prepared to report, the Constitution  and By-
Laws annexed, were read and adopted, after  some remarks by the
Chairman of the Committee.

                         ARTICLE I.
  This S--««iy sha11 be called the "Médical Society of Frëdlk
.„«; County," to be auxiliary to the Medico Chirurgical Faculty ot
the State of Maryland.
                         article h.
  The objects of this Society shall be:—lst. The  seperation of
regular from irregular practitioners of  medicine.  2d. The associa-
tion of the profession proper, for purposes of mutual récognition and
fellowship.  3d.  The  promotion of the character,  interests  and.
honor of the fraternity, by maintaining the union and harmony of
the profession of the county, and aiming to elevate the standard of
Médical Education.   4th. The cultivation and ad vancement of the
science, by our united exertions for mntual improvement, and our
contributions to Médical Literature.
                         ARTICLE III.
   The members of the  Society shall be  regular  practitioners of
Medicine and Surgery in the city or county of Frederick; shall be
proposed by a member of the Society to the Committee on Admis-
sions, which shall satisfy itself of  the regular standing of the can-
didate, by credentials or otherwise; and upon its recommendation
he may be admitted by vote of a majority of the Society, at a regu-
lar meeting.
                         ARTICLE IV.
   No proprietor or vender of any patent or secret medicine or remedy,
nor any empirical or irregular practitioner  shall either be admitted
to, or retained in, the membership  of this Society.
                          ARTICLE V.
   Honorary members may be elected  on the  nomination of the
 Committee on Admissions, which  shall vouch for their being duly
 qualified practitioners ; but the vote of three-fourths of the members
 présent at a regular meeting shall be  necessary for such élection.
                          ARTICLE  VI.
   The Officers of the Society shall be  a Président, two Vice Presi-
 dents, a Recording Secretary, a Corresponding Secretary,  and a
 Treasurer, who shall be elected annually, by ballot, at the  regular
 meeting in June.  They shall severally perform the duties indica-
 ted by the titles of their respective offices. 
                         ARTICLE VU.
  The Président shall appoint, immediately after his élection, the
following Standing Cbmmittees, each of which shall consist of three
regular members, as follows :
       1. A Committee on Admissions.
      2. A Committee on Finance.
      3. A Committee on Médical Ethics.
      4. A Committee on Publication.
      5. A Council of Appeal.
                        ARTICLE VIII.
  Altérations of this Constitution shall not  be  made except at a
meeting subséquent to that at which such  altération shall  hâve
been proposed in writing ; three-fourths of the members being présent.

   Section 1.—This Society shall holda regular meeting in the first
 Wednesday of each alterna te month, due notice of the same being
 given by the Secretary, through post or otherwise, to every regular
 member—six members being necessary to form a quorum.
   Sec. 2.—The business of each meeting shall be in the following
 order, viz :
   1.  Roll call of regular members.
   2.  Reading proceedings of Iast meeting.
   3.  Report of Committee on Admissions and élections thereon.
   I.  Nomination of members.
   5.  Reports of Standing Committees, in order.
   (5.  Report of Corresponding Secretary.
   7.  Report of Treasurer.
   8.  Reading of Papers and discussions thereon.
   9.  Réception of Professions 1 or Scientific Intelligence.
 10.  Unfinished business.
 11. New business.
 12. Adjournment.
   Sec. 3.—The Committee on Admissions shall take the names of
tII candidates for regular  or honorary membership, who may be
nominated at each regular meeting, and after due inquiry,  shall
report such as may bc lound worthy. to the  Society, which may

thereupon elect them.  In the case of regular members, the vote of
a majority of the members présent shall suffice; but in the case of
honorary members, the affirmative vote of three-fourths of the mem-
bers présent shall be required, as provided in the 5th article of the
constitution
   ,çi~. 4.—The Committee on Finance  shall assess the amount
necessary for incidental expenses, upon the regular members, by a
pro-rata tax, which shall not, however, exceed the sum of three
dollars per annum to each individual.  The report of this committee
shall be subject to the revision of the Society, at a regular meeting.
   Sec. 5.—The Committee on Publication shall  be chargée!  with
the printing of such memoirs, orations,or papers, as may be ordered
to be published, so that they may be issued on a uniform paper and
page, under the title of the "Transactions of the Médical Society ol
Frederick County, Md."
   Sec 6.—The Committee on Médical Ethics shall hcar and décide
ail complaints of breach of étiquette or violation of médical ethics
on the part of any member of the Society.  It may report its action
to the Society when, in its discrétion, it may be expédient,  or it
may transfer its jurisdiction to the  Society, in any particular case,
by calling a spécial meeting for the purpose.  It shall likewise dé-
cide ail questions of médical ethics submitted to it by the Society.
   Sec. 7.—The Coouncil of  Appeal  shall notify to appear before
it any member of the Society who  shall  be  charged,  in writing,
with violating any of the provisions of the constitution, a copy  of
such charge having  been  previously fiirnished him, his accuser
also being cited to appear,  the council shall  proceed  to take testi-
mony and hear the defence, reserving its décision to be reported to
the Society, at the next regular meeting, when its action may be
affirmed by a majority of the members présent, but the vote of three
fourths shall be required to reverse the décision of the Council  of
Appeal.
   Sec. 8.—Officers of the Society shall bc elected  by a ballot, upon
the nomination of any member of the Society, a  majority being
necessary to a choice.
   (Sfec. 9.—The names of the regular members of the Society shall
be published once in each year,  in the newspapers of the city and
county, certifled by the Président and Secretary.
   Sec. 10.—An anniversary Oration shall  be provided for by the
élection of  some regular member of  the Society as orator. which 
annivcrsavy meeting shall be appointed  by the -Society, as also the
place for holding such meeting.
   Sec. 11.—A copy of every Oration, Memoir, or Médical paper,
read before the Society, shall be kept in its archieves by the Secre-
tary, unless otherwise ordered.  But no such oration *>* \>aper shall
be published unless authorized by a vote of the majority ara rug^_
'ar meeting.
   Sec. 12.—The prompt  payment of the annual tax, for incidental
expenses, after its amount lias been confirmed by a vote of the So-
ciety, shall be considered a point of honor.
   Sec. 13.—No member shall speak  more  thanoncc upon the same
subject, while any other nothaving spokcn desires tobe heard; nor
shall any spealcer occupy more than 15 minutes, unless by a vote
of the meeting.
   Sec. 11.—The Président shall  appoint  ail Committees, unless
otherwise ordered by the  Society.
   Sec. 15.—Ail  Standing Committees shall  be  required  to keep
minutes of their proceedings; and the reading of thèse minutes shall
be considered as their report.
   Sec. 16.—Thèse By-Laws shall not be changed or amended, un-
less by a vote of two-thirds of the members présent at any regular
meeting; but the opération of anyof them may be suspended for the
time being by a  majority  of the members présent at any meeting.
     To which was appended the following:
   The subscribers, having been duly constitutcd members of the
Médical Society of Frederick County, auxiliary to  the Medico
Chirurgical Society of the State, of which  the Constitution and  By-
Laws are  hereunto annexed, do hereby pledge their honor to con-
form themselves  thereto, and to ail such other raies and régulations
as may hereafter be adopted conformably therewith,so  long asthey
shall severally continue tobe members ofsaid Society.
                In testimony whereofthey liave affixed Iheir respective signatures.
   On motion of  Dr. Shields, an élection for permanent Officers for
the Society,  for  the ensuing year, was held, which  resultod as

     On motion of Dr. Samuel Tylei, it was
   Resolved, That this  Society  return their thanks to  Dr. Jacob
 Baer and Dr. J. W. Geyer, for their valuable services as officers of
 the Convention.
     On r»-«tm of Dr. Jacob Baer, it was
   resolved, That a  délégation of five be appointed, by the Prési-
 dent, to attend  the meeting of the Medico Chirurgical Faculty of
 Maryland, to be held on the 7th of this month in Baltimore city.
   The  Président  appointed the  following committee:—Dr. Lloyd
 Dorsey, Dr. Jefferson Shields, Dr. Springer, of Middletown, Dr. A
 Ritchie and Dr. W. W. Mead.
     On motion of Dr. Baer, it was
   Resolved, That one hundred copies of thèse proceedings be pub-
 lished, for the use of the Society.
   On motion of Dr. J. W. Geyer, the Society adjourned until the
first Saturday in July next,  at 10 o'clock, A. M., to receive the re-
port of the Committee to attend the meeting of the Medico Chirur-
gical Faculty, and to transact other business.
