It is intended to inform the work of health care providers--particularly safety-net organizations--as they plan and implement patient portals and develop measurement strategies for assessing their impact on patient care. The paper is part of a larger CHCF initiative to engage early-adopter safety-net clinics in planning, implementation, and evaluation of patient portals to improve patient and family engagement, clinical outcomes, and operational efficiency.</dc:description>
