The purpose of this issue brief is to highlight three approaches that have been used to estimate uninsurance rates at the sub-state level. We provide an overview of the conceptual and methodological issues involved in estimating uninsurance rates at the sub-state level, assess the relative strengths and weaknesses of each approach and conclude with a list of resources useful to readers interested in learning more about small-area estimation.
