NHS staffing shortages: why do politicians struggle to give the NHS the staff it needs?
The NHS is beset by chronic workforce shortages. At its inception, the NHS was estimated to have 30,000 too few nurses and midwives, and Aneurin Bevan wrote at the time that the situation is extremely serious already and it is likely soon to become critical unless thousands of new recruits can be obtained quickly. There has been no decade since the 1940s in which finding more staff has not been a pressing priority. This paper seeks to understand why. The paper begins by briefly describing the approach taken to its development, before setting out: (1) the scale of the problem and the impact that it has; (2) what causes the problem and why—politically--it has proven so hard to fix; and (3) three possible solutions.
