Richmond Hobson and his International Narcotic Education Association actively sensationalized the problems of addiction and drug trafficking during the 1920s and 1930s, and tried to undermine the messaging of Kolb, his PHS colleagues, and others regarding drug addiction. This conference report provided many examples of Hobson's florid anti-narcotic rhetoric.
