Promotes health care cost containment by setting a statewide spending growth target and monitoring payer and provider performance against it; investigating and reporting on drivers of the total cost of care; reviewing the cost and market impact of provider combinations; providing technical support and grants to foster care delivery transformation; and making data-driven policy recommendations for health care reforms. WHY IT'S IMPORTANT. High and rising health care spending is a concern for state governments, which purchase health care and regulate health care markets. In Massachusetts, health spending has historically been higher than in other states. BENEFITS. The Health Policy Commission (HPC) has engaged diverse stakeholders in a shared cost-containment agenda. The average rate of growth in total health care spending per capita in Massachusetts has been below the HPC's benchmark from 2013 to 2018. CHALLENGES. Health insurance premiums in Massachusetts increased more than the national average from 2016 to 2018, signaling the need for additional efforts to control health care costs in the private sector.
