In this report, the Congressional Budget Office examines the employment of older people in the United States and various factors that might have affected it. From the mid-1990s to 2018, the share of people ages 55 to 79 who were employed increased by about a third--the result of continued increases in employment for women and a reversal of previously declining employment for men. Changes in demographic characteristics of people in that age group--namely, that the group became younger, on average, and that educational attainment increased--contributed significantly to the increase. In addition, improvements in health, changes in job characteristics, and changes in Social Security policy have probably induced people to spend more years working.
