The top portion of the black and white postcard shows a military plane above the clouds, entering the frame at an angle. It has just shot a missile. At the bottom of the postcard is text describing insufficiencies in healthcare due to lack of government funding: closed wards in newly built hospitals, hospital closures, fewer beds, and long waits for operations. It notes that between 1981 and 1984 military defense spending rose 30%.
