Abraham Ribicoff was the Secretary of Health, Education and Welfare. When the House and Senate appropriations committees vastly increased the Kennedy administration's first HEW budget figures, Ribicoff responded by impounding $60 million of the NIH appropriation to control HEW spending. Fogarty wrote to protest this action.
