- This report estimates the number of older Americans with a disability based on a widely-used definition established by the Health Insurance Portability and Accountability Act (HIPAA) of 1996, and the most recent and comprehensive data available. The goal is to provide the public and policymakers with a context for considering changes to existing LTSS programs, as well as new service delivery and financing options.
