- All claims to be brought before the Investigating Committee in St. Louis to examine accounts against expenditures in the Military Department of the West previous to Oct. 14, 1861 must be presented by Jan. 1, 1862 or be forfeit; the Subsistence Department will purchase sound articles of subsistence saved through economy, sale to all others strictly banned.
