Abstract:
Plans for hospitalization of the sick must be submitted through the Surgeon General to the Secretary of War, the Department of New York is created and placed under Governor Morgan, troops must get off trains to cross bridges on foot before the train crosses to prevent further accidents, and rules for payments to creditors.
