Concerns the distribution of counties in the Departments of Shenandoah, Washington, and Pennsylvania, requires all officers in Volunteer Regiments to be examined for competence, announces that Camp Picket and Fort Chehalis will be considered double-ration posts, and lists three men who have been dismissed from the Army.
