Concerns the addition of Missouri to the Military Department of Ohio, Indiana, Illinois, and portions of Western Pennsylvania and Virginia, moving the headquarters of the Department of the West from St. Louis to Fort Leavenworth, payment of troops, and a list of officers stricken from the rolls for various offenses.
