A draft of the Environmental Impact Statement was published in the Federal Register for public comment in September 1976. The "Final Environmental Impact Statement on NIH Guidelines for Research Involving Recombinant DNA Molecules" was issued by the Office of the Director of NIH in October 1977 after two years of contentious debate and litigation.
