Koop insisted that without a vaccine or a cure against AIDS, educating the public about the course, transmission--including sexual transmission--and effects of the disease, and about how to protect oneself from infection through changes in personal behavior, was the only means of slowing down the spread of the epidemic. Koop insisted that the public health goal of containing AIDS was paramount, and that moral, religious, or political strictures against the use of sexually explicit language and information by government agencies had to be set aside in the name of the public good.
