Because Koop was the only prominent federal official to address the AIDS epidemic during the 1980s, it fell to him to educate the American public, including state politicians, on the nature, transmission, and effects of the disease. In order to give Americans the knowledge they needed to protect themselves from infection, Koop dispensed explicit sexual information--including on the use of condoms--that often offended the sensibilities of religious and political conservatives, but that nevertheless was instrumental in helping to slow the rate of new AIDS infections by the early 1990s.
