In keeping with his emphasis on the health effects of smoking on bystanders and on non-smokers' rights, Koop defined smoking as an occupational health hazard. Agreeing that smoking in the workplace exposed workers to unnecessary health risks, a growing number of states banned smoking in public offices and buildings during the 1980s.
